In January, authorities arrested Terry Liu, a 39-year-old supervisor at US Customs and Border Protection, after discovering he had allegedly removed valuable hardware from agency computers and traded it for store credit through an online retailer’s trade-in program.
The Scope of the Theft
The investigation revealed that between late 2025 and early 2026, unauthorized modifications affected 46 desktop computers at the CBP port of entry in Calais, Maine. According to federal documents, 39 of those machines had their processors replaced, six had RAM upgraded, and eight had hard drives swapped out. The modifications were performed without proper authorization from CBP IT management or personnel.
IT staff first noticed the issue in December when they discovered that multiple agency computers had been altered outside of normal maintenance schedules. While Liu holds a US passport and works in a position requiring US citizenship, court records indicate he previously described himself as a native of Guangzhou, China.
